Multi-Criteria Analysis of a People-Oriented Urban Pedestrian Road System Using an Integrated Fuzzy AHP and DEA Approach: A Case Study in Harbin, China

Increasingly, cities worldwide are striving for green travel and slow traffic, vigorously developing people-oriented urban pedestrian traffic with sustainability has become a fixture in recent discourse. This paper comprehensively considers the sidewalk’s facilities environment status of flow; divides road system (UPRS) into five subsystems around underpass, overpass, crosswalk, sidewalk, crosswalk; introduces basic structure as well function each system. Then, indicators classified two types crosswalk sidewalk facilities, comprehensive indicator combination subjective objective is established. Consequently, integration fuzzy AHP DEA-based symmetrical technique evaluation combined characteristics developed. A nine-step semantics scale relative importance was used so that symmetry response satisfaction maintained. Fuzzy based on further modeled, DEA employed to achieve an overall quality service (QoS) UPRS. The applicability established finally verified through real case study Harbin, China. serviceability assessment method this provides new idea planners conduct UPRS future renewal development.
